GENERAL NATURE & SCOPE OF WORK

The Human Resources (HR) Safety Coordinator position at Linc Housing supports the human resources functions with an emphasis on safety.

This position will be responsible for championing safety initiatives, promoting a secure work environment, and ensuring compliance with relevant regulations. The key responsibilities will include educating staff on safety best practices, investigating incidents, maintaining safety documentation, and actively participating in safety committees.

The HR Coordinator position demands strong organizational skills, effective communication, and a thorough understanding of safety regulations. As a key player in fostering a thriving workforce, the Human Resources Safety Coordinator will contribute significantly to Linc Housing’s continued growth and success.

This position may assist in other HR functions to contribute to the overall success of the HR department.

ESSENTIAL FUNCTIONS

Human Resources

Assist with onboarding and new hire paperwork as needed.
Partners with other HR team members with HR related projects including personnel activities, events, presentations, and reports.
Handles complex confidential responsibilities such as reviewing incoming documents, conducting research, and preparing reports.
Updates and maintains electronic personnel files.
Responds to employee requests in a timely manner.

Safety

Develop and conduct safety training programs for employees, ensuring a comprehensive understanding of safety protocols, best practices, and compliance with regulations.
Investigate and document safety incidents and concerns, maintaining thorough records to identify root causes and working with the HR team to implement corrective actions to prevent recurrence.
Actively participate in safety committees, providing valuable input, documenting discussions and action items, and working collaboratively with cross-functional teams to address safety concerns.
Stay abreast of changes in safety regulations and standards, ensuring the company’s practices remain compliant, and proactively implement updates to policies and procedures, as necessary.
Collaborate with all departments in the documentation and investigation of workers’ compensation cases, applying industry best practices to mitigate risks and reduce costs, creating opportunities for targeted training interventions, and fostering a culture of safety within the organization.
Maintain updates for the company’s Injury and Illness Prevention Program (IIPP) incorporating workplace violence prevention, emergency response, and infectious disease programs.
Maintain, audit, and distribute Safety Data Sheets ensuring accurate information and adding new ones as needed

GENERAL NATURE & SCOPE OF WORK

The Resident Services Coordinator is responsible for hands-on implementation of Linc Housing’s Resident Services permanent supportive services model and to assess the need for additional partnerships, programs, and policies to support housing stability and the overall health of the community. The Resident Services Coordinator is responsible for maintaining strong relationships with residents and being a familiar member of the community while also working closely with property managers, service providers, and other staff members to design, market, and implement resident services that meet the needs of the community. This position is also responsible for developing policies, protocol and best practices with members of the Collaborative groups.

This is a 450-hour position, stipend position with a stipend of $6,750.

The stipend for the position is paid directly by the LISC to the Member in equal installments and is considered taxable.
Upon successful completion of the full term of service, the Member will be eligible for a $1,824.07 education award to pay off existing, eligible student loans or utilize the funds to return to school at institutions that accept the education award.

GENERAL NATURE & SCOPE OF WORK AS AN AMERICORPS MEMBER

The Member is expected to undertake the following generalized activities toward goal achievement. These activities may or may not include administrative duties related to the below goals/activities, or newly assigned activities that are allowable and not prohibited by AmeriCorps, may be assigned by the placement site in furtherance of goal attainment:

Support community engagement activities leading to the creation and subsequent expansion of Linc Housing’s place-based, collective impact initiative, Life Pathways.
Conduct research to identify community needs and stakeholders from within two target areas in Long Beach and South Los Angeles and develop outreach strategies to engage them.
Assist in developing and implementing strategies to involve underrepresented groups in the community engagement process.
Participate in the development of collective impact training materials and resources for Life Pathways partners.
Contribute to the development and implementation of a feedback mechanism for the partners and residents to report back to the community.
Assist planning of community events, workshops, and meetings to promote engagement and meaningful participation.
Support community stakeholders to build their own capacity for leadership and involvement in decision making processes.
Develop and implement assessment tools and maintain detailed records of community engagement activities, outcomes, and partnerships.
Prepare regular reports for the project team and stakeholders.

It is up to the placement site supervisor to ensure that the Member does not perform general office support; it is the Member’s responsibility to report any perceived Prohibited Activities, including general office support, to their local LISC contact.

In performing these activities, the placement site and LISC AmeriCorps anticipate that the Member will achieve the following goal(s):

Significantly contribute to a community needs assessment or implement community solutions making the placement site organization more effective and or efficient in serving residents

In order to meet the goal(s), the Member should work closely with their supervisor to develop a work-plan at the onset of service and training needed to achieve the goal(s). LISC can support workplan development if requested. Progress toward goal attainment will be measured monthly through an online system.

The Member will have an immediate supervisor at the placement site and a LISC point of contact throughout the term of service for coaching, mentoring, and training support in order to undertake activities to achieve a community goal.

OTHER SERVICE REQUIREMENTS

The Member will perform his/her/their day-to-day service at the placement site.
The Member is required to track time and submit timesheets twice per month and submit a monthly report through the same online system (training is provided).
Normal service hours are dictated by the placement site. Occasional evening and weekend service may be required. Members are eligible for all Federal Holidays off (except Dr. Martin King Jr. Day).
It is expected that the Member will be flexible as oftentimes service requires some evenings and weekends.
Members are expected to attend and participate in all LISC AmeriCorps sponsored activities including but not limited to:
- Attend onboarding sessions coordinated by LISC;
- Attend all locally sponsored monthly meetings;
- Participate in nationally sponsored webinars;
- Actively participate in at least two team coordinated service projects (one for Dr. Martin Luther King, Jr. Day of Service and one for National AmeriCorps Week), and;
- Engage in any other LISC events as determined by the local LISC office.

POSITION SUMMARY

Reporting directly to the Senior Vice President, the Incident Response Coordinator holds a pivotal position in managing and mitigating incidents and crises within our properties and the local community while upholding the needs and safety of the resident population. Their primary focus is on swiftly resolving incidents while ensuring timely communication with all relevant parties.

Acting as a central point of contact among departments, stakeholders, and external collaborators, the Coordinator assists the Senior Vice President in orchestrating collaborative responses during critical situations. Central to their role is conducting thorough investigations into incidents and crises to identify underlying causes while maintaining strict confidentiality.

The Incident Response Coordinator is also tasked with providing training sessions and facilitating post-event analyses to drive continuous improvement initiatives as needed.

ESSENTIAL FUNCTIONS

Incident Management:

Lead and coordinate responses to incidents, emergencies, or crises in collaboration with relevant internal teams, such as Asset Management, HR, Services, or Housing Development.
Develop and implement incident response plans customized to address the specific challenges encountered within our resident population.
Serve as the main point of contact for all communications pertaining to the incident, ensuring prompt and efficient resolution.

Communication and Liaison

Collaborates with leadership to organize and facilitate property or neighborhood meetings.
Conducts interviews with affected parties to gather pertinent information
Establishes and maintain effective communication channels with internal teams, external partners, and relevant authorities.
Provides timely updates, instructions, and resolutions to stakeholders throughout the duration of incidents.

Collaboration and Coordination:

Collaborate with cross-functional teams to mobilize necessary resources and expertise during incidents.
Coordinate activities to ensure a unified and efficient response to crises.
Develop relationships with crisis response agencies, police, and fire.

Facilitate debrief discussions to extract lessons learned and pinpoint new actions for implementation.
Apply insights garnered from incident investigations to inform and improve organization-wide crisis prevention initiatives.

GENERAL NATURE & SCOPE OF WORK

The Controller position will effectively manage a team that is responsible for real estate accounting operations for both stable properties and properties under construction. Responsibilities would include, but not limited to financial oversight, job cost accounting, construction draws, budgeting, auditing, accounts payable and receivable, general ledger, and financial reporting and analysis according to generally accepted accounting principles (GAAP) and the internal policies and procedures of Linc Housing. GENERAL NATURE & SCOPE OF WORK

Reporting to the Senior Vice President of Housing Development, the Director of Acquisitions seeks out potential projects in a designated area and assists in coordinating the development of those projects once they have been acquired. These development tasks include acquisition, financing, budget administration, governmental relations, product development, consultant management, and the packaging of project acquisition and financing analyses. The Director of Acquisitions is responsible for providing project related support to those individuals who have primary responsibility for project management, construction, and accounting. Assist in developing a three-year business plan for Linc’s development activities in California. This will include planning for the development of the current and pipeline projects and continuation of Linc’s existing position as a preferred developer in the State for affordable housing.
Sourcing:
- Exercise independent judgment in identifying, negotiating, and securing potential sites for acquisition. Market Linc as a developer and/or development partner to gain new development opportunities in Linc California’s target markets. - Gain control of site and negotiate to close on site acquisitions. Lead negotiations for the purchase and financing of properties.
- Negotiate Letters of Intent, Memoranda of Understanding, and Purchase and Sale Agreements for all acquisition-related transactions. Perform negotiations to gain control of sites to perform development feasibility and entitlements and approvals.
- Coordinate the submittal of all materials related to project acquisition, participate in the negotiation with all relevant parties, and, if relevant, close escrows.
- Perform initial feasibility analysis on potential deals and apply discretionary judgment on which key business parameters to adjust in making deals financially feasible. Perform internal financial, feasibility and land use analysis to determine development potential and to support internal approval process for resources and financial commitment. Work closely with the Vice President and Director of Housing Development on initial decision processes to understand risk, reward, financial and mission impact of recommended transactions.
- Work with architects, engineers, contractors as external resources along with the land owner/controller and local interests to develop a feasible, profitable, and community-serving development plan.

- Seek out sources of additional funding and help prepare financing applications or provide other documentation in support and provide initial options for acquisition, development, construction, and permanent financing.
- Obtaining formal approval of budget prior to implementation, including those that require expenditure of Linc internal resources.

Intensive Case Management Services Program: Case Manager/Workshop Facilitator

General Nature & Scope of Work

The Case Manager/Workshop Facilitator position for Linc Housing will be part of the Intensive Case Management Services team that will work with formerly homeless individuals with chronic medical conditions, co-occurring disorders, who are connected or not connected to the VA. This position will report directly to the Senior Case Manager of ICMS and is responsible for the coordination of services utilizing best practices such as motivational interviewing, harm reduction, critical time intervention and stages of change. The sole function of Linc Housing’s Intensive case management services program is to mitigate the risk of individuals losing their housing by enhancing their ability to problem solve, use effective coping skills and manage and self-coordinate own care. In addition, the Case Manager/Workshop Facilitator will work closely with families, including children as well as a variety of partners such has property management, housing locators, third party service providers, and other Linc staff.

ILLUSTRATIVE EXAMPLES OF WORK/ESSENTIAL FUNCTIONS

Work closely with referring agencies such as the VA and local Housing Authority
Assist with paperwork required for lease up process.
Work in collaborative and productive partnership with Linc staff, VA staff and property managers.
Develop and maintain rapport with community; establish connections to mental health, substance abuse, employment, health, housing retention and other needed services.
Provide strength-based case management and service coordination services designed to assist with reaching treatment plan goals.
Manage and facilitate the community Collaborative.
Formulates a plan of intervention acceptable for the resident; proactively facilitates adjustment in the care plan or services when necessary to promote enhanced outcomes.
Learn and maintain knowledge of community agencies and procedures, along with any modifications to those procedures.
Provide programs and support groups that promote good physical and mental health, positive social development, and strong academic performance for residents of all ages.
Provide interventions and crisis management services as needed.
Conduct individual, group, assessments support sessions and residential programs for all residents.
Attend scheduled team meetings and trainings.
Report abuses as mandated reporter.
Attend appointments with clients, monthly and as needed.
Maintain and submit time sheets, mileage logs, data reports, and other required documentation accurately and in a timely fashion.
Provide coverage for programs which occur occasionally during evening and weekend hours.

KNOWLEDGE, SKILLS & ABILITIES

Knowledge of:

Well developed psychosocial assessment and intervention skills.
Basic computer knowledge, MS Word and Excel required; PowerPoint preferred.
Flexibility required regarding scheduling and prioritizing of tasks.
Ability to utilize critical thinking skills and good judgment in decision-making situations, good organizational and record-keeping skills, ability to establish and carry out complex plans of care for key diagnoses, with HIPAA (Health Insurance Portability and
Accountability Act) rules and guidelines.
Implementation of housing first principles in provision of services with motivational interviewing, critical time intervention, harm reduction and trauma informed care strategies.
Permanent Supportive Housing Models.

Skill Level:

Superior writing and communication skills.
Understanding of HMIS (Homeless Management Information System)
Proficient in the use of personal computers and related software applications.
Superior at completing intake, assessments and service plans.
Superior at maintaining documentation, including progress notes for every contact with individual.
Experience with maintaining compliance with HIPPA policies and practices.
Excellent at working with culturally diverse set of community-based organizations and residents.
Excellent at implementing programs and working as part of a team.
Excellent interpersonal skills for establishing and maintaining effective working relationships with employees, other departments, residents, property management, city staff, program partners, key stakeholders, and the public.

Ability to:

Implement and manage day to day tasks related to intensive case management services

EDUCATION & EXPERIENCE & SKILL SET

Relevant case management experience or experience with mental health services, substance use/co-occurring disorder or with vulnerable populations providing intensive case management may substitute for degree requirements. Experience working with veterans and their families a plus.
A minimum of two years’ experience working with homeless individuals, preferably those living with mental illness and/or substance addictions, or an equivalent combination of education and experience.
Ability to communicate and work effectively with a diverse group of residents, staff and community members.
Strong oral and written communication skills.
Experience working in a crisis setting and ability to respond appropriately in an emergency.

Development Staff Accountant

GENERAL NATURE & SCOPE OF WORK

The Development Staff Accountant reports directly to the Development Accountant Manager. Responsible for all Accounts Payables and Bank reconciliations. This position works closely with the Housing Development department to ensure invoices are coded properly, projects remain within budget, and assist with preparing draw packages.

Initiate electronic payments with various banks
Bank reconciliation for various projects

Prepares job cost reports utilizing Yardi
Works with Accounting to develop policies and procedures for development accounting

Associate Project Manager- Housing Development

Under the direct supervision of the Director of Housing Development, the Associate Project Manager performs a range of duties in support of the development and construction management process. Serves as a contact person for all entities involved in the development and construction of projects. Prepares applications and assists in coordination of required materials for applications for project financing and department approvals, preparation of plans and documents by outside engineers, architects, and consultants.

Serve as a contact person for project on development related issues for all entities involved with the construction project, including public and private lenders, City Planning, Building & Safety, Coastal Commission and others such as community groups
