Suny Lay Chang Brings Practitioner Perspective to SCANPH Conference Panel

At this year’s SCANPH Conference, Linc Housing President and COO Suny Lay Chang joined an important panel discussion titled “One Door, Many Dollars: CHHA and the Vision for Unified Housing Investment.” The session, part of the We the Housers: Policy & Advocacy track, explored the implications of California’s historic restructuring of its housing finance system through the creation of the new California Housing and Homelessness Agency (CHHA).

As California consolidates multiple housing and homelessness entities under CHHA, critical questions are emerging: How will this shift affect the administration of low-income housing tax credits by TCAC and CDLAC? What opportunities exist for aligning state funding programs to streamline development and increase impact?  

Suny provided a vital developer’s perspective in this discussion, drawing on Linc’s deep experience navigating complex financing structures to build and preserve affordable housing across the state. Her contributions helped ground the policy conversation in the realities practitioners face every day—layering funding sources, managing compliance, and ensuring projects move forward despite rising costs and long timelines. 

By engaging directly with state leaders such as Marina Wiant (TCAC/CDLAC), Pedro Galvao (Business, Consumer Services and Housing Agency), and Gina Ferguson (HCD), Suny underscored the importance of ensuring that CHHA not only simplifies financing but also strengthens the pipeline of affordable housing. 

Suny’s participation highlighted Linc’s leadership role in shaping California’s housing future and reaffirmed the organization’s commitment to advancing policies that make it easier to deliver homes for those who need them most.
