Class Title: Resident Services Coordinator
Position Status: Part Time
Property Focus: Housing For Veterans, Transitional Youth, Formerly Homeless
FLSA Status: Non-Exempt

General Nature & Scope of Work

Reporting to the Director of Resident Services, the Resident Services Coordinator is responsible for hands-on implementation of the LINC Cares permanent supportive services model and to assess the need for additional partnerships, programs or policy to support housing stability and the overall health of the community. Oversees and guides the work of staff, interns and volunteers in the delivery of services and community building activities. Inspires confidence, motivates individuals and has the capacity for leadership. Maintains strong relationships with residents and becomes a familiar member of the community, works closely with third party property managers, service providers, as well as all LINC departments. Establishes and maintains overall rapport with entire community. Develops policies, protocol and best practices with members of the Collaborative groups.

Illustrative Examples of Work/Essential Functions

•   Operate under an effective service delivery philosophy and uses a core set of principles to drive an approach that provides flexible services and supports to all residents:
1. Uses a Resident-Centered approach
2. Uses a Housing First philosophy
3. Uses a Trauma-Informed approach
4. Uses Motivational Interviewing techniques
•   Engage in a community assessment process, including surveying residents, identifying community assets, local community partners
•   Coordinate programs and activities through collaboration with Property Management, field staff and outside Supportive Services Providers
•   Design and provide programs and services that promote good physical and mental health, positive social development, and strong academic performance for low-income children, promote and support financial stability, housing stability and healthy community integration.
•   Provide supportive services to include referrals for benefits, counseling and advocacy, mental healthcare and support for physical health care as well as substance abuse services.
•   Contact and provide referrals and linkages to outside agencies
•   Ongoing outreach and engagement to the residents, local agencies and business.
•   Oversee work performance of staff, interns and coordinate volunteers as identified for specific sites; provide training as needed to deliver services and resolve issues
•   Report monthly activities and expenditures and prepare written reports and correspondence on program reporting
•   Provide group activities, individual one-on-one activities or in-home services
•   Be present for events, greeting residents, working with parents, seniors and children.
•   Perform other duties as assigned
•   Represent LINC Cares at local collaborative networks

Knowledge, Skills & Abilities

Knowledge of:
•   Ability to respond quickly to various situations, including crisis and potentially critical situations.
•   Program delivery to families, children and seniors, and individuals with special needs
•   Providing programs and services in publically assisted affordable housing
•   Development and implementation of an individual service plan with residents
•   Strong understanding of Housing First principles, Fair Housing and Community Building Practices
•   Evaluation methods and practices of the impact of housing on the quality of life
•   Supportive services, including assessments, crisis counseling, benefits counseling, and conducting support groups
•   Ability to supervise multiple staff, with a variety of skill levels, at once
•   Oversees multiple high profile projects along with day-to-day intensive services
Skill Level:
•   Superior writing and communication skills; maintains documentation standards as set forth by program or LINC
•   Proven experience working with vulnerable populations with a history of mental illness, chronic health issues and or substance use disorders.
•   Proven experience of facilitating groups and discussions with third party providers
•   Proficient in the use of personal computers and related software applications
•   Excellent at creating strong partnerships in given communities
•   Excellent at working with culturally diverse set of community-based organizations and residents
•   Excellent at implementing services programs and working on a team
•   Excellent interpersonal skills for establishing and maintaining effective working relationships with employees, other departments, residents, property management, city staff, program partners, key stakeholders, and the public.
•   Excellent at marketing programs and creating a vibrant community of support.
Ability to:
•   Implement and manage day to day tasks related to resident services programs and services, including program assessment and evaluation
•   Ability to work independently and within a team environment and exercise mature judgement
•   Maintain and execute confidential information according to HIPAA Standards
•   Ability to provide after hours and weekend coverage on a rotating basis or as needed
•   Monitor and report out on community engagement outcomes and report any changes needed
•   Ability to be proactive, creative and flexible
•   Oversee performance of LINC Cares staff, third party providers and partners
•   Facilitate meetings and give presentations to small and large groups
•   Manage multiple priorities in fast-paced environment
•   Work well in teams and partnerships
•   Develop protocol and policy that supports housing stability
•   Negotiate terms that support the goals of the individual or the overall community.
•   Communicate via email, telephone and in writing on a daily basis
•   Work a flexible schedule, including evenings and weekends; travel to sites 50% of time
•   Possess vehicle, ability to drive, appropriate auto insurance coverage and a valid California’s Driver’s license

Education & Experience

•   BA degree in a social science; social work, recreation, and education or equivalent experience serving communities in the following areas: community organizing, senior services, veteran services, educational services, social services, gerontology, recreation, or youth and family.
•   Experience interacting in a culturally diverse community.
•   Experience with evidence base practices such as but not limited to harm reduction, motivational interviewing, critical time intervention, housing first
•   Proven experience in community integration and community development
•   Bilingual, Spanish preferred

•   Work is performed primarily in an office environment under pressure and requires the ability to quickly adjust to changing priorities and demands
•   While performing the duties of this job, the employee is frequently required to stand, walk, reach with arms and hands, climb, balance, twist, lean, move form on location to another, stoop, kneel, crouch or crawl and sit and use a keyboard.
•   Travel by various modes of personal, private and commercial transportation within the region may be required.
•   Evening and weekend hours may be required.
•   The work environment will usually be in a recreational room or common area. The noise level is usually moderate but will vary depending on activity participating in.
•   May be required to lift up to at least 20 pounds
