Elaine M. Winer - Director

Elaine Winer served as the Human Resources Director for the City of Torrance, California from 1981 until she retired in 2011. She was responsible for the development and execution of a comprehensive human resources program that supported the employee workforce and the City’s departments. Elaine also oversaw operations of Workforce Development, a division within the department that is dedicated to providing employment and training services that keep local business and the workforce competitive in a changing marketplace. Previously, Elaine served with the U.S. Department of Labor in grants management, specializing in grants aimed to assist the hard to employ population and laid off workers. Elaine earned a Bachelor of Arts Degree in Psychology from American University in Washington D.C., and is affiliated with International Public Management Association for Human Resources, Southern California Public Employee Relations Association and the American Society of Training and Development.
